Yes. Android apps can communicate directly with your PHP/REST backend over HTTPS.

Can you work with NFC or RFID readers?

Yes, when the Android hardware or SDK exposes the reader to the application.

Can the app start automatically on a dedicated device?

Kiosk and auto-start behavior can be implemented when supported by the device firmware and permissions.
